    Gathers requirements information from users, develops specifications, and/or defines and coordinates testing requirements. Participates as needed in development phases with emphasis on the documentation and testing phases. Works closely with Requirements Analysts/Business Analysts and programmers to ensure proper implementation and/or testing of program and system specifications. Conducts planning for testing efforts and designs multiple test plans, including developing data-driven test cases. May be responsible for quality assurance, quality control, and system integrity (through testing).


    Prepares and delivers presentations on the system concepts and/or testing efforts. Develops work plans and monitors them for adherence to user requirements and work schedules. Conforms to standards & quality control procedures for requirements definition, design, development, and/or testing & implementation. Provides technical guidance to lower level staff. May act as test manager to ensure that all testing is done according to test plans and testing standards. May produce hazard analysis documentation to determine whether the system is deployable.

    Minimum Technical Qualifications:

    • At least seven years’ experience in the design, development, and testing of applications.
    • At least seven years’ experience creating test data, cases, and scenarios from written requirements.
    • At least seven years’ experience creating, gathering, analyzing, planning, documenting, defining, and coordinating test plans and requirements.
    • At least five years’ experience with standards and quality control procedures for testing implementation.
    • At least five years’ experience using Use Cases or user stories to create test cases.
    • At least three years’ experience in the system development life cycle, DBMS concepts and/or design techniques.
    • At least three years’ experience implementing and using automated testing techniques, if required.
    • At least three years’ experience implementing and using continuous integration techniques, if required
    • Experience writing SQL to retrieve and update test data.
    • Experience as a technical leader of contractor staff preferred.
    • Experience in testing UI/UX best practices and 508 compliance
    • Automated Testing framework experience (Selenium, Cucumber, Mocha/Chai, TestNG)
    • Expert level experience in E2E (end to end) test automation frameworks based on selenium from scratch paired with other programming languages such as Java, Protractor, angular, Typescript, Jasmine, Postman API, Swagger and API Test Automation (Restful services), Build Tool configurations, etc.
    • Strong experience in cross browser, cross platform web testing with Selenium Web Driver
    • Open to explore testing strategies’ for SAS applications
    • Experience as a technical leader of contractor staff. 



    Desirable Qualifications (but not required)

    • The use of version control software or software migration routines
    • Project experience with the Agile framework, DevOps or other iterative development methodologies
    • Experience in multiple test and production environments
    • Experience with the BLS standard IT development products and environments
    • Knowledge of BLS surveys and systems
    • Specific experience developing statistical systems
